ASSESSMENT NOTICES SENT TO PROPERTY OWNERS IN THE RESORT MUNICIPALITY OF WHISTLER AND THE VILLAGE OF PEMBERTON

Value of provincial assessment roll exceeds $1 trillion for first time

WHISTLER – More than 15,200 property owners in the Resort Municipality of Whistler and over 1,200 property owners in the Village of Pemberton can expect to receive their 2011 assessment notice in the next few days.

Assessments are an estimate of a property’s market value as of July 1, 2010. This common valuation date ensures there is an equitable property assessment base for property taxation.

Real estate sales determine a property’s value which is reported annually by BC Assessment on assessment notices. Local governments and other taxing authorities are responsible for property taxation and, after determining their own budget needs this spring, will decide their property tax rates based on the assessment roll for their jurisdiction.

“The majority of homes in the Resort Municipality of Whistler are worth slightly less on this year’s assessment roll than they were on the 2010 assessment roll,” said Jason Grant, Area Assessor. “Most home owners in Whistler will see decreases in the -2% to -5% range. In addition, Pemberton property owners can expect assessments similar to the 2010 roll with changes in the -5% to +5% range.”

Changes in property assessments reflect movement in the local real estate market and can vary greatly from property to property. When estimating a property’s market value, BC Assessment’s professional appraisers analyze current sales in the area, as well as considering other characteristics such as size, age, quality, condition, view and location.

Overall, the Resort Municipality of Whistler’s assessment roll decreased from $11.020 billion last year to $10.849 billion this year. This reduction reflects changing market values for many properties but also includes $231 million in subdivisions, rezoning and new construction.

Overall, the Village of Pemberton’s assessment roll decreased from $493 million last year to $491 million this year. This reduction reflects changing market values for many properties but also includes $11 million in subdivisions, rezoning and new construction.

“Property owners who feel that their property assessment does not reflect market value as of July 1, 2010 or see incorrect information on their notice should contact the BC Assessment office indicated on their notice as soon as possible in January,” said Grant.

BC Assessment’s website provides a listing of property assessments and sales to help property owners understand their property’s market value and provide comparable sales information. Go to www.bcassessment.ca and click on the e-valueBC link. Copies of neighbourhood assessments are also available at local area offices and most municipal halls and government agent’s offices across the province.

“If a property owner is still concerned about their assessment after speaking to one of our appraisers, they may submit a Notice of Complaint (Appeal) by January 31, for an independent review by a Property Assessment Review Panel,” said Grant. The panels, independent of BC Assessment, are appointed annually by the Ministry of Community, Sport and Cultural Development, and meet between February 1 and March 15 to hear formal complaints.

The Vancouver Sea to Sky assessment office is located at Suite 200 – 2925 Virtual Way in Vancouver. During the month of January, office hours are 8:30 a.m. to 5:00 p.m., Monday to Friday.

Kadenwood - Sold by Intrawest

Kadenwood changed hands at the end of September when Ecoasis purchased the property from Intrawest, which has been selling off assets as part of a corporate restructuring aimed at paying down debt. Ecoasis bought Kadenwood, a venture of Intrawest Placemaking, for an undisclosed sum.

The sale of the real estate development is the latest in Intrawest’s ongoing liquidation of assets. Earlier this year Intrawest sold off several of its resorts including Copper Mountain resort in Colorado, Panorama Mountain Resort in southeastern B.C., Sandestin Golf and Beach Resort in Florida, Mountain Creek Resort in New Jersey, and its real estate holdings in Squaw Valley, Calif.

“(The gondola) tops off the ultimate enclave in North America’s top-rated ski resort,” Keith McIvor, vice-president of sales for Ecoasis, said in a statement. Company executives were unavailable for interviews.

The gondola will be for the exclusive use of residents and guests of Kadenwood, which claims bragging rights as the only ski in-ski out resort community in Canada accessed by its own gondola.

Developed at a cost of $3.5 million, the gondola rises 750 feet at a 25 per cent slope. Travel time from bottom to top will be six minutes. The gondola will run only four cabins, which can accommodate eight people each.

Local realtor John Ryan of Whistler Real Estate Co. Ltd, believes the gondola will boost interest in Kadenwood, which will have 60 homes when complete.

Prior to Ecoasis acquiring Kadenwood, two phases totalling 40 lots had been released at prices starting at $1.5 million. Approximately 18 homes have been built to date, with more in the works.

The project has faced several challenges, however.

Originally launched in fall 2001, sales stalled in the economic turmoil that followed the September 11 terrorist attacks on New York and Washington. A concurrent downturn in business and leisure travel added to Whistler’s woes.

But then sales activity was renewed in Kadenwood as local real estate markets staged a historic rebound through 2009.

The opening of the gondola will boost access to a secluded neighbourhood with desirable views.

“The gondola pretty well separates us from any neighbourhood in North America in terms of ski resorts,” Ryan said. “It will be interesting to just see how it does impact the real estate up there. Obviously, it’s going to be a positive. It’s just a question of how much of a positive and the strength of that impact.”

Ryan, who currently has four homes and one lot at Kadenwood among his listings, said the initial announcement of the gondola’s construction in 2007 gave sales in the subdivision a boost. The subsequent downturn in real estate markets cooled activity, but he believes the projects’ new ownership and the vision Ecoasis brings will help.

Ken Melamed, Whistler’s mayor and a councillor when Intrawest won approval for the gondola project, said completion of the project will be welcome. Residents had to take Intrawest to court to secure the gondola, he said, and it was initially slated for completion two years ago. Its completion hasn’t come too soon.

“It’s been a bit of a challenge to watch the time it’s taken for the gondola to be built,” he said, while noting that the entire development has taken time to find its feet and a downturn in real estate markets didn’t help.

“It’s probably taken a lot longer than Intrawest had anticipated originally,” Melamed said.

He was encouraged by a conversation he had with Ecoasis representatives a month ago, during which it was suggested that the final phase of the development, set to launch in early 2011, will feature environment-friendly design.

“I think they intend to try and showcase some leading edge, innovative, responsible development in terms of energy efficiency, green building approaches and design,” he said. “If they complete on this new development approach, I think it’s a very positive thing.”

Snow dump sets Whistler’s Nordic season in motion

Whistler, B.C. - Skinny skis are set to hit the tracks and trails as the Nordic season kicks off in Whistler.

Trails at the Whistler Olympic Park in the Callaghan Valley opened at the end of November and thanks to a snowfall of nearly 70 centimetres (28 inches) in the past week, the Lost Lake cross country ski trails will open on Friday, December 3.

The opening marks the earliest cross-country ski season in Whistler in several years. More than 30 kilometres of groomed and track-set cross country trails in addition to 10 kilometres of snowshoe trails will be available at Lost Lake starting on Friday. Overall, with the Lost Lake and Callaghan ski areas, Whistler offers a whopping 120+ kilometres of cross country trails ranging from beginner to expert.

Lost Lake trails are maintained by the Resort Municipality of Whistler and travel through Lost Lake Park and alongside the Fairmont Chateau Whistler Golf Club and the Nicklaus North Golf Course. Day rates are $20 for adults, $12 for youth 13-18, $10 for children 4-12 or $40 for a family. Monday nights after 3 p.m., rates are half price for Lost Lake trail users. In addition, Cross Country Connection is offering $20 adult all-inclusive ski rental packages on Monday nights. Four kilometres of trails are also lit for night skiing.

Ski Callaghan, which includes the Whistler Olympic Park - site of the Nordic events for the 2010 Olympic and Paralympic Winter Games, and Callaghan Country Lodge offer public cross country skiing on more than 90 kilometres of trails groomed for both classic and skate skiing. In addition, there are 20 kilometres of dedicated snowshoe trails. Ski Callaghan offers a variety of passes including single or multi-day and season’s passes. Day passes are $20 for adults, $12 for youth 13-18, $10 for children 4-12 and $48 for a family. Mid-week and evening rates are $15 for adult, $10 for youth, $8 for child and $36 for family.

Visitors to the Lost Lake ski area will also have access to the new day lodge, the Lost Lake Passivhaus. The building provides an indoor seating area, washrooms, trail pass ticket sales booth, cross country ski and snowshoe equipment rental and a concession. Known as a Passivhaus because of its unique design which essentially allows it to heat, cool and ventilate itself, the Lost Lake Passivhaus served as Austria House -headquarters for the Austrian Olympic Committee as well as the daily broadcast studio for the Austrian Public Broadcaster ORF during the 2010 Olympic and Paralympic Winter Games. It was also a gathering place for social events during the Games period. Post Games, the lodge remains in Whistler as a permanent building, to be used by the Whistler Off Road Cycling Association (WORCA) and the Whistler Nordics.
